[eclipse-pmc] request approval: bug 258917

I'd like to request PMC approval to check the fix for
https://bugs.eclipse.org/bugs/show_bug.cgi?id=258917 into 3.4.2.

This fixes some JSR269 methods that previously threw
UnsupportedOperationException when getting bindings for array types or
method parameters.  These particular missing implementations were
reported by a user, which is why we are asking to get them into 3.4.2.

Olivier Thomann and I have been working on the patch since before
Christmas and it has gone through several iterations.  Impact is limited
to Java 6 APT (no JDT Core changes).
