Request to approve the addition of the 'Introduce Parameter Object' refactoring.

New refactoring, completing the 'Add more refactoring' JDT plan item

No performance impact

Why so late:
The IntroduceParameterObject refactoring has been implemented by Karsten Becker who works for us as a practicant only since shortly before M6. The delivered code has been reviewed and is in good quality. No new APIs will be added (new API constants will be held back until 3.4)
