Subject	[eclipse-pmc] feature approval: update to JUnit 4.3.1

Request to approve the update of the org.junit4 plugin to JUnit 4.3.1.
Updates also include the org.eclipse.jdt.junit plugin to support the new
features added by JUnit 4.3.1 
(Test suites can be ignored and 'suite()' is supported again when running
JUnit 3 tests with JUnit 4) 

GOALS/BENEFITS:

Offer the latest version of JUnit
