[eclipse-pmc] Request for feature: create installed JRE from .ee file

JDT/Debug would like PMC approval to
work on the following feature in 3.3 M7:

This feature allows a user to point
at a "JRE definition file" to create an Installed JRE. Users
would access the feature from the existing "Add JRE" dialog (which
appears when you press "Add..." on the Installed JREs preference
page). Users would be able to specify one of a "home directory"
or a "definition file". (Currently, users can only specify a
home directory). When a JRE definition file is specified, we would create
the JRE based on the properties in the selected .ee file.
