[eclipse-pmc] API change request: visibility change

The following types should not be public. They are an implementation 
details of bug 149567. We request their visibility to be changed to 
package-default.

GOALS/BENEFITS:
Avoid any reference to them outside of their package and they should not 
be considered as API.

RISKS:
No risk since they are not referenced outside of their package and we 
checked that no
references to this method exist in the Eclipse SDK.

PERFORMANCE IMPACTS:
