[eclipse-pmc] API Request - Deprecations in JFace and Platform UI field

The request is to deprecate DecoratedField
and its related API classes to encourage clients to use the new JFace ControlDecoration.
This request includes the deprecation
of a visual design policy class, FieldAssistColors, which no longer reflects
the current visual design.
It also includes one method addition
to ContentAssistCommandAdapter to support function previously bundled in
one of the deprecated classes.

ControlDecoration was introduced in
3.3 to solve control life cycle and layout issues with DecoratedField.
 We prefer not to support two solutions to the same problem.
