[eclipse-pmc] API Request: menus schema attribute amendment

As part of the Menu Contribution plan item (bug 154130) I need to request
an API change to make the separator element name attribute required.

GOALS/BENEFITS:
- It has always been required by the code, just not the schema

CORRESPONDING BUG:
[Contributions] separator with no name causes startup exception
