Subject	[eclipse-pmc] Removal of status manager experimental API

The Platform UI team would like to move the experimental 3.3 API classes
StatusDialog and StatusNotificationManager from org.eclipse.ui.statushandlers
to org.eclipse.ui.internal.statushandlers. 

GOALS/BENEFITS: 
This API is only used to support our internal StatusManager implementation
and it is not required for implementations of other StatusManagers.

AFFECTED BUGS: 
https://bugs.eclipse.org/bugs/show_bug.cgi?id=175236

RISKS: 
No known risks as we are currently the only consumers.
