[eclipse-mirrors] ftp.rnl.ist.utl.pt: Domain change to ftp.rnl.tecnico.u

Hi,

I'm the maintainer of the mirror at "ftp.rnl.ist.utl.pt/pub/eclipse/eclipse"
in Portugal, and due to the rebranding of the University where our mirror
is located the domain has changed and the mirror can now be accessed at
"ftp.rnl.tecnico.ulisboa.pt".

The old domain will remain usable for some time (at least 3 years), and
the current HTTPS certificate is valid for both domains.

The name of mirrors in the list should also be updated to "RNL - Técnico Lisboa".

The contact email has also changed: rnl@xxxxxxxxxxxxxxxxxxxxxx
