Do you have a specific error?  This command properly lists contents:

$ rsync rsync.mirrorservice.org::download.eclipse.org/eclipseMirror/

Your best bet is to use a public RSYNC source, such as UK mirror service 
(above), OSU OSL or Georgia Tech...

$ rsync rsync.osuosl.org::eclipse/

$ rsync rsync.gtlib.gatech.edu::eclipse
