It's related. The machine needs more ram.
'The machine' is a 5-node Itanium2 cluster, and each node has 8GB of RAM.

What kind of RAM do you need? I can probably send you more RAM :-)
The Kingston reference is KTH-RXI2-8G for an 8GB RAM pack, and each
server can support either one or two additional 8GB packs. The retail
price is $1100 USD, so either 5 packs or 10 packs would be nice. :) If
you're interested in donating memory to the Eclipse Foundation, please
contact me directly.

Don't forget that you can also rsync from these hosts:
rsync.mirrorservice.org/download.eclipse.org/eclipseMirror
rsync.osuosl.org/eclipse

I also sent another message that didn't get through. I always get
rubish from sympa asking for confirmation even when the message goes
to the list.
I guess sympa doesn't like SPAM. The message gets through to the list,
though, so you need not repeat it. I'll see if I can remove the user
from the list, since this is a problem.
Files/directories without permission cannot be downloaded by users,
therefore they're useless in a mirror.
Agreed, but I suggest you ignore permissions errors since the files on
download.eclipse.org are uploaded by hundreds of people with varying
*nix abilities. We have scripts to fix permissions, but they don't run
in realtime.
Thanks for the feedback,
