[eclipse-mirrors] htaccess issue?

I am noticing this in our log files;

Permission denied: /opt/apache/htdocs/mirrors/eclipse/technology/.htaccess pcfg_openfile: unable to check htaccess file, ensure it is readable, referer: http://www.eclipse.org/downloads/download.php?file=/technology/epp/downloads/release/ganymede/SR2/eclipse-java-ganymede-SR2-win32.zip


and it was reported to me that this file is unreachable via the web.

There has not ever been a .htaccess file there before; 
is there something I need to add?

What *may* be creating an issue is the .htaccess at the root of our site
(we run drupal) but we haven't figured out WHY..

help/thoughts would be appreciated.
