I'll chime in to support Simon's suggestion to use anonymous RSYNC. iBiblio and OSU OSL (rsync://rsync.osuosl.org::eclipse) are both excellent choices from which you can run anonymous RSYNCs, if your IT team allows outgoing RSYNC connections.

As soon as you switch to RSYNC, your problems will end (well, they should ;)

Sure, you have to find a reliable mirror and you will get the updates a little later. But as long this rsync mirror is updated frequently enough for your needs, It is probably not a problem for you.

It's not. Thanks for the suggestion. Looks promising.
And for the IP, if the connection goes thru a proxy, you can easily make the IP anonymous (whitin an IP range).
