Yikes, linuxtools does contain 355,000 files...  Most of those are Nightly builds.

I'll tweak our exclude lists and work with projects to make sure we're only mirroring what we need.  By the time I'm done, your RSYNC will be so fast, you'll almost be convinced they hired someone competent to run this show  :)

The problem is not that the files are unavailable, it's that they
re-appear.
Yes, I agree that is problematic.  I will look into solving it.  We do have an --exclude list on the server, but it's currently set to exclude (among other things) /downloads/drops/N*.  The above directory has a version between, so it's getting through.  I have tweaked our exclude list to include these patterns, and I have asked our project teams to follow the conventions:

At this point, I'd like to make the world a perfect place, but I hardly see how it's worth it when you (our beloved mirror maintainer) can just send Eclipse-related rsync errors to /dev/null. I realize this is not ideal, and that we (Eclipse.org) will not have mirrors for those 'broken' files, but since no one on the planet can download them anyway, the onus of fixing the permissions will quickly return to the project team who messed up the permissions in the first place... So to reiterate, I'm just not understanding that the big deal is.

For what it's worth, a build directory that starts with N is likely a Nightly build, so if it doesn't appear on mirror sites, that's a bonus -- it saves your valuable disk space.

We still have problems with rsync however.
A summary: 
we were told to use the following script

since we were (at that time) active as a mirror, but without contents, we tried to solve things manually.
We extracted from the script the single line that performs the sync (with full_eclipse==yes):
$RSYNC -rtlvp --delete $RSYNC_HOST::$RSYNC_PATH/* $mirror_path
replaced the content of the varibles with our values

/usr/bin/rsync -rtlvp --delete rsync.mirrorservice.org::download.eclipse.org/eclipseMirror/* /home/ftp/pub/eclipse

we received the following error:
receiving file list ... rsync: link_stat "/sites/download.eclipse.org/eclipseMirror/*" (in download.eclipse.org) failed: No such file or directory (2)
done

so changed into (removed /* ):

/usr/bin/rsync -rtlvp --delete rsync.mirrorservice.org::download.eclipse.org/eclipseMirror /home/ftp/pub/eclipse

this way the rsync process has, in some way, started successfully.

After some hour the process stopped with the message:
