The download page https://www.eclipse.org/downloads/packages points to the 2019-06 aka 4.12 version. This is the version which used the term „Eclipse IDE“.

This page here also says IDE: https://www.eclipse.org/downloads/packages/release/2019-09/m3 , and the link artifacts are "Eclipse IDE" too (in splash, about, window title...). This is what will be turned into the regular packages page when release of 2019-09 is complete.

However the _new_ build 2019-09-M3 uses the term „Eclipse SDK“ for all ui elements that I know (even the main window’s caption and the about box).

It depends where you did get this now build.
The Eclipse project (Platform+JDT+PDE) does build what is called the "Eclipse SDK". This is some internal-ish artifact mostly relevant for testing of those components. For General usage, users are all directed to the "packages" page, which is a downstream separate component of the Eclipse project (it's the "Packaging" project); this packages do build the "Eclipse IDE" which is the final artifact the community offers to end-users.
