[eclipse-dev] Remove the "Missing execution environment" per-project override from all projects in the Eclipse SDK

Hi,
In https://bugs.eclipse.org/bugs/show_bug.cgi?id=490012 we removed the
project specific error setting for the mssing installed JRE check.
I think very similar is the setting for the installed execution
environment. AFAIK both settings trying to solve the same problem,
only the execution environment is a little bit broader defined. as it
covers also OSGi environments. Please feel free to correct me, if
their is more behind this check.
I noticed that SWT has set the missing installation of execution
environment to error and I suggest to remove that setting for all
Eclipse project via Bug 497551.
Please comment in the bug.
