The e4 RC1 builds have finally been promoted on the website:

e4 SDK:

4.0 Early Adopter SDK

If you have e4 I20100701-1000 and 4.0 I20100701-1105 then you already
have the RC1 builds.

http://wiki.eclipse.org/E4/Self_Hosting - is the focus of our polish
pass.  The latest builds are available from
http://download.eclipse.org/e4/downloads/ and
http://download.eclipse.org/e4/sdk/ and already contain many fixes
over RC1.
