There appears to be a bug here that
all Eclipse project committers (including myself) were allowed to vote
on this even though they are not platform update committers. I have opened
a bug against the foundation for this: https://bugs.eclipse.org/bugs/show_bug.cgi?id=249648.
 I suggest that unless you are a platform update committer you don't
bother voting on this.
