You are correct. If you install the ECF adaptor for the apache http client provided on the listed site, p2 will automatically switch to use it. This adaptor should be installable on 3.4.x.

Just to clarify, are you saying that if we install the httpclientrep 
feature (even on Eclipse 3.4), it will use Apache's client to fetch the 
bundles as opposed to whatever it uses now?
