Yes this is fine and seems to be the right precedent. 

I appreciate everyone's efforts to discuss this and be sensitive to what's
best for downstream adopters.

Re: bundle versions.
For 3.4, the PMC will veto any plugin version downgrading from 3.4M6 (API
freeze). Plugin version upgrading (to reflect reality) is acceptable if
properly motivated to the PMC.

- We decided to revert bundle version numbers to their state in M7, unless
we detected that version numbers were not updated correctly with respect
to 3.3.
- PMC approval is required for all changes to bundle version numbers (except
qualifiers).
- Platform Team would like to disable functionality related to proxies
