Re: bundle versions.
For 3.4, the PMC will veto any plugin version downgrading from 3.4M6 (API
freeze). Plugin version upgrading (to reflect reality) is acceptable if
properly motivated to the PMC.

this strategy ?

- We decided to revert bundle version numbers to their
state in M7, unless we detected that version numbers were not updated correctly
with respect to 3.3.
- PMC approval is required for all changes to bundle version numbers (except
qualifiers).
- Platform Team would like to disable functionality related to proxies
