Equinox project download page:

http://download.eclipse.org/eclipse/equinox/

Select a build, then scroll down to
the "equinox.p2.installer" items near the bottom of the page.

How can you access that installer right now?

I haven't been able to find it either of Eclipse or Equinox  3.4M6a
download pages.
