Compiler compliance level of test plug-ins
        - if the functionality is to run on 1.4 the
test for that functionality needs to run in a 1.4 compliant plug-in
           - tests that test 5.0 functionality
should be in a 5.0 specific plug-in 

Snippets and other examples can be compliant to whatever level is required
to write them
