I would suggest following the link in the plan to the associated bugzilla entry, and asking your question there.  This is a better way to ask about specific items than broadcasting to the mailing list.

A question here...

Will it affect already published plug-ins or this is impossible? This
seems not so clear (draft should be a clear thing, shouldn't it?).
