[eclipse-dev] The new welcome

Starting from M8 candidate builds, the new 'Welcome' facility is enabled.
If you play with it and press on any link on the 'Samples' page, it will
tell you that samples are not installed and need to be downloaded from
Eclipse.org. If you choose to do so, do not press 'Yes' when asked to reset
the perspective. This is an artifact of the way the UI handles dynamically
added plug-ins and will result in loss of Welcome view. Just say 'No' and
it will work fine. We are aware of the problem and will handle it post-M8.
