The Java Family work is enabling technology that can be used to implement proper web tools for jsps, servlets, and so forth. The actual tools will be part of the separate Web Tools project, http://www.eclipse.org/webtools . If you want a status report on that or want to make a contribution of time or code then I'd suggest asking on the eclipse.webtools newsgroup.
