New preference APIs have been released to HEAD and should be available in
the nightly builds. Doc soon to follow. Plan item bug report #36965.

Note that if you are a user of the nightly builds, your old preferences
will be converted to be "instance" prefs in the new world.

I am still working on this support. Bugs should be reported against
Platform/Core.
