[eclipse-dev] Update build pages

This might not do anything, but I'd like to ask that the download pages
be changed from:

	"You will need a 1.4 level Java runtime or..."

to
	"You will need a 1.4.1 or higher Java runtime or..."


This is in regards to Bug 47296
("https://bugs.eclipse.org/bugs/show_bug.cgi?id=47296";).  Older 1.4.0
VMs contain a bug which causes Eclipse to crash.

We're getting duplicate bug reports.
