This is due to http redirection to an internal mirror which has not rsync'd completely with download.eclipse.org.  This redirection does not occur with ftp requests.

While the FTP download link works fine there seems to be a problem with the
HTTP link (also in previous build notifications). We always get an error
403 when using the HTTP link.
