Unfortunately it is a non-open source internal tool that is used in the build process.  The documentation is not available externally.

Where is this doc located? I haven't been able to find much, if any, info on chkpii though it sounds like something we could use in some of our own projects. The server mentioned (w3.rchland.ibm.com) is not available from here. Thanks.
