Hi Jared

Sometimes the download server gets overloaded
with the number of http connections - as was the case with the second download
server.  You should be able to download it now.  The servers
are gettting busier as the milestone builds are released.   In addition,
the builds are also available via anonymous ftp which I encourage everyone
to use as it is less resource intensive.  If you are within IBM, I
encourage you to use the mirrors

They are updated once an hour.
