I'm not involved with the Eclipse project, but I would guess it could
more correctly be labeled "iterative development", which is one of the
characteristics of XP, but can be employed without using XP fully.
Iterative development became more and more popular when RAD
environments such as Smalltalk enabled the kind of productivity that
would make it work.
