[eclipse-dev] New RelEng Plug-in available

The new RelEng plug-in is available.
 This plug-in now:

        1)
Works with the new format for the *.map files.
        2)
Has better error reporting if map file tagging fails.
        3)
Adds a Compare with Released feature.
        4)
Adds a Replace with Releaed feature.
