No go from Platform UI.  We are investigating the disappearance of certain 
items from the Help menu, described in:
https://bugs.eclipse.org/bugs/show_bug.cgi?id=38439

We do not have a fix available yet, but will notify the list as soon as we 
do and are ready for a rebuild.
