I will suggest that the Workbench adds support for using 
<somekeypress>+<arrows> to navigate between perspectives in respect
to their positions!  No need to remember which keystroke to press - just 
look at it ....just like navigating in text/code ;)

See http://bugs.eclipse.org/bugs/show_bug.cgi?id=24725 which if 
implemented would provide the mechanism
for implementing this ;)
