[ecf-dev] ECF 3.14.0 complete

Hi Folks,

I've completed a (hopefully final) release build for ECF 3.14.0.

I've already provided this build for incorporation into Platform [1], 
and will provide it for Photon SimRel and change our download page in a 
week or so after the Platform completes its RC1 contribution.

The repo is available here [2].  The draft new and noteworthy is 
available here [3].   With Mat's assistance we will make this release 
available via Maven Central soon.
