I have started a new build [2] but now we have to release this build.

I suggest

1) starting a release build using:

https://build.ecf-project.org/jenkins/job/R-HEAD-sdk.feature/

and after selecting 'Build with Parameters' set the target_version to:   3.10.0

after build completes, this will result in a new directory rt/ecf/staging/3.10.0/ on downloads.eclipse.org that contains the signed release build.  

2) Then create a new directory under rt/ecf with the bug number this test release build is for (e.g.  /rt/ecf/463010 ) and copying everything from /rt/ecf/staging/3.10.0 to /rt/ecf/463010.  
3) Then update the ECF SR meta-data (b3aggr) to point to the repo in /rt/ecf/463010 and trigger a new Mars SR build to test.
