I don't understand... if it's part of platform, why isn't it in the
platform's regular p2 repo?

In case it's left out intentionally, I'd suggest to add a second repo to
the "org.eclipse" searchPath (but use "ftp.osuosl.org/pub/eclipse"
instead of "download.eclipse.org").
