[ecf-dev] ecf2.osuosl.org replacement

Hi,

ecf2.osuosl.org has been replaced by the new machine donated by Wim
(Thanks!).

From now on only build.ecf-project.org and download.ecf-project.org will
be valid hostnames. The Hudson build can be found at
https://build.ecf-project.org/hudson, while the nightly repos are hosted
at http://download.ecf-project.org/[repo|maven].
