If it's a bug at all, it's most likely a bug in PDE build (not in 
ECF).   I would bring it up on pde-dev at eclipse.org and see if there 
is any insight available there.

WRT the absence of eclipse.exe...do you have the check box selected on 
the product configuration Overview tab that says:  'The product includes 
native launcher artifacts' ?
