Completed build RC4+1a to deal with this issue and made available for
Helios contribution:

I've already updated this project on both HEAD and Release_3_3
branches with the fix for this (added about.html file), and will be

(today). I'll send out a revised notice about the new build and
contribution once completed.

Hey folks. A lot of the bundles in the Helios repo are missing
about.html files. This is--from an IP Policy violations POV--a pretty
big deal. The non-conforming bundles are listed in Bug 316720 [1].
Please take a look and fix up your bundles and rebuild as necessary.
As I state in the bug comments, I will help as necessary.
