Yes, indeed too much for a string splitter IMHO.  Plus adding 
dependencies onto other bundles (commons.lang). 

I would still suggest org.eclipse.ecf.core.util.StringUtils (4563 
bytes...and it's there in the 3.5 platform set of bundles).
