Does site.signed/site.p2 support signing on a different machine than
where the build is running? I'm asking because ECF's build machine is
hosted at OSU, but for signing we have to copy all bundles to
build.eclipse.org.

Yes and no. Buckminster is used in the ECF build to resolve and
materialize build dependencies only. Not to actually build ECF. This is
still done by PDE build.
This is because when I set this up a ~year ago, BM had no support for
building source bundles. AFAIK this has changed now.
