ECF has an enhancement request for an AIM provider...it's here: https://bugs.eclipse.org/bugs/show_bug.cgi?id=146646

You may wish to join that enh request.

So it's clear that we/ECF/community would like to have such an AIM provider that is under EPL...the tricky issue here is that the existing java-based implementations of the AIM protocol are often not under licenses compatible with the EPL.

From only casual observation, it looks like the joscar project at http://joust.kano.net/ has not been active recently (i.e. they seem to have had last 0.9.3 release in 2003). But this is only casual observation...if you know more or are in direct contact with the joscar authors then please say so.

In any case...we/ECF/the community certainly want something like this...so the project is clearly appealing for that reason...but some of the licensing/practical aspects may create difficulties for you, if the project is accepted. I would suggest doing some investigation of the state of joscar and/or other existing efforts that you may wish to use for your proposal to reduce some of the uncertainty about joscar (and/or other libs).
