[ecf-dev] ECF Core Move to Foundation 1.1

Hi Folks,

ECF's two core bundles (org.eclipse.ecf and org.eclipse.ecf.identity) 
currently only require Foundation 1.0 (this is also true of a number of 
other bundles like remote services API). 

The Equinox team is proposing moving org.eclipse.equinox.common to 
Foundation 1.1 (i.e. 
http://dev.eclipse.org/mhonarc/lists/eclipse.org-committers/msg00708.html) 
and I would like to time ECF's move to 1.1 similarly (i.e do it at the 
same time, for the ECF 3.0/Galileo stream).

If you have any major objections to this occurring in sync with the 
Equinox platform move please say so on 257115.
