[ecf-dev] Commit rights for Mary Ruddy have been expired

Scott Lewis has expired the commit rights for Mary Ruddy (mruddy).  The
reason for this change is:

Mary Ruddy is on the Higgins team and is not actually been participating in
ECF for some time.

Thanks Mary (and Paul Trevithick) for their contributions to ECF, and will
look forward to working further with them WRT Higgins and ECF user identity
and security.
