[ecf-dev] Jingle provider for the call api

Hallo list

I just wanted to inform you, that my Google Summer of Code project has ended. Any feedback on the resulting code would be greatly appreciated.

There are still some issues working through a NATed network but that seems to be a problem of the underlying library.
