[e4-dev] Move e4 HIPP jobs back to platform HIPP due to inactivity?

Hi,
a while ago we created the e4 HIPP, I think people had the intention
to use it for more stuff.
As this HIPP is almost inactive I suggest to move these jobs back to
the platform HIPP, so that it is easier for people like me to maintain
these jobs.
As reference below is the list of the current jobs, most of them have
been inactive for more than 2 months.
The only two active jobs seem to be org.eclipse.e4.tools and
org.eclipse.e4.tools-Gerrit which ran approx. 3 times in the last
months and take a few seconds to complete.
