[e4-dev] Stable build - 0.16

I've created a stable build for 0.16 out of last night's build, it can be found at
page: http://download.eclipse.org/e4/downloads/

p2-site: http://download.eclipse.org/e4/updates/0.16

The nightly build now has to be updated to publish I builds to http://download.eclipse.org/e4/updates/0.17-I-builds

I'll update the parent poms to 0.17.0-SNAPSHOT in the POMs, and we can see about a new job on the platform HIPP
