I would suggest to invest some time in evaluating CDO's setup tool for Eclipse Contributors/Committers. Once there is a "configuration" for e4, it is a matter of installing a bootstrap setup application and the rest (git/gerrit/projects/working sets, etc.) is done automatically.

I've updated https://wiki.eclipse.org/Platform_UI/How_to_Contribute#Setting_up_your_SDK to include more steps on how to take a vanilla Eclipse SDK and prepare it for working on the Eclipse4 plugins, including providing a p2f file to install tools, a psf file to load the projects from the Gerrit repos, and a target file to load the target install.

Please check it out, and please feel free to comment or improve the wiki.
